How can a shortage appear at certain times of the year?

A shortage can occur by many things. The biggest one I can think of is the weather causing shortages of produce. Not sure if that is the type of answer you are looking for.

For a lot of commodities, demand fluctuates throughout the year. For instance, the demand for heating oil is (as you might've guessed) a lot greater during the winter months than the summer months. However, oil companies are drilling at a more or less constant rate year round (not just during the winter months). Thus, any time you have seasonal spikes in demand and/or differences between the production and consumption schedules of a commodity, you create the potential for gluts or shortages... Shortage can be caused by many factors, for example crops season, bad harvest, weather, exports, sometimes artificial crisis done by the producers in order to shoot up the price. Bufferstock.. Hope this helps :)
