can someone teach me how to change a percent to a fraction and decimal

a percent is a number out of 100 so 25% = 25/100 = 0.25 or 1/4 55% = 55/100 = 0.55 and if there is a decimal within the percent like 45.7% = 45.7/100 or 457/1000 = 0.457

10.4% = 10.4/100 because percents are number out of 100 = 104/1000 so you don't have a decimal in a fraction = 13/125 simplifies by dividing top and bottom by common factor of (8/8)
