Should:
1) waste of money, huge spending which can be spent for better things
2) most likely threatening to natives of those certain countries (imagine a bunch of Russian soldiers being stationed here in the US, even with the government telling people it's okay we are still gonna worry and feel threatened by the foreign military
3) let the countries in South America take control of their own problems and not have to depend on someone else all the time
Shouldn't:
1) the countries might not be able to control the amount and level of crimes taking place, especially with the dangerous drug cartels
2) might not find a substitute for all the jobs that will be taken away
3) might worsen relations with the other countries, not the people of the country but the government
