That is a bit confusing, I think that the question is asking how did the great migration impact the states it started at. Like after the people migrated, how would that loss affect the state?

so it would have to be a negative affect not anything positive that happened to the south

MikasaAckerman is very correct. This is looking at where people left. To clarify your other question, impact can be either positive or negative. It is just asking for two ways things in the origin states were changed. Not a small change, but a large one because it made an impact and was felt by the state as a whole.
