I find that maybe the "give help, not answers" rule is not publicized well enough... especially since this site seems to have a large population of new users daily.

Agreed, but some answers are just harder to explain. Like a lot of history questions don't have some explanations. Now, mathematics has the "Show your work" rule or Literature, you can explain easier than others.
In history I find a page that does the explaining and link it. Then, if they still have trouble there is something to discuss.
True, like when they ask for the 1st president, there's not much explaining except giving a link to his background and say who it is
