What was one challenge the U.S faced with Britain in its early years of nationhood and why did the Congress fail to solve it?

Well, a problem with Britain that the U.S. couldn't solve was taxes... Also, after Independence, British troops were still being moved out of the U.S. and because the treaty didn't set a deadline of when they have to be gone, they could take their sweet time, and dolley around!
