Each of the 3 elements can either be in a given subset or not in a given subset. So if we construct a random subset, we have to make 3 independent choices. Is 1 in or out? Is 2 in or out? Is 3 in or out? 2 x 2 x 2 Or with only 3 items, its easy enough to list them. Don't forget the Null set!
