Toxic Shock Syndrome is a build-up of bacteria through the vagina, nearly in all cases, and can be a result of invasive bacterium, or harmful bacteria on the surface of a tampon. Only about half of TSS cases occur during menstruation. So, it's fifty-fifty, some occur after your initial period, some before, and some during your menses. So - yes, false.
