In an effort to decrease the nation's dependency on the oil industry, the government of Oman has passed several economic development policies. The policies call for the development of non-oil industries such as mining, fishing, and agriculture. The purpose behind these policies is to develop a wide range of industries, which will be able to sustain the nation's economy when its oil reserves are gone. Which of these is a reason why Oman would want to expand its non-oil economy? The other resources are more profitable. Oman does not have a large supply of oil. Oil is a resource that cannot be replaced. Oman lacks the technology to extract oil.

Yep. It can technically be replaced over millions of years, but by then it will be of no use to those who would like to profit off of it. Thus it is dubbed a non-renewable resource.
