24/9 but how do simplify it if i do i would get 8/3 and that is not one of the choices

This is an easy question, all you have to do is type it in your calculator so it doesn't matter i wouldn't call it a violation

Take 3 common from both numerator and denominator of 24/9 and cancel it off.
