start by subtracting 7x from both sides. then divide by 2. then plug in values for x and solve for y and plot the points. 2 or 3 should be enough since this is linear.

You should recognize it as a straight line, whose graph is given once you have two points. Easiest point would be intercepts on both axis, which you find by placing either x=0 or y=0. Once you find theese two points just pick your ruler and draw it.
