seems to be a bit more like English grammar, but logic is logic ...
If you put Phil last as the clean up man, that leaves 3 choices.
Of the 3 you need to decide what is most probable in order of recounting events.
Number 2 jumps to the summation and number 4 is just a general declaration. This leaves an introductory phrase that catches the attention and allows for introduction of the rest of the events. Number 3 is the best one I dare say.
