use the fact that side opposite to larger angle is larger 
so, here 70 >28
side opposite to 70 is FH
side opposite to 28 is AC

so how about D option ?

I agree with option D for the answer choice as @hartnn stated. I didn't look at all the choices.

The reason why it is option D is because they give you the angles opposite sides AC and FH. And clearly AC < FH
