According to Newton's third law, every action has a equal and opposite reaction. So if a horse pulls a cart at 400N, then the cart must pull back 400 N as well! How do they accelerate forward though?

ofcourse horse is being pulled back by 400N, but there are other forces acting on horse as well.. think about it.. the horse is putting force on the ground also .. imagine if they were in outer space.. is there any way they could accelerate?!
