average rate of change is the slope of the line. If the slope is negative, then the graph is "falling" or "decreasing" from left to right. If the slope is positive, the graph is increasing from left to right. The graph of y = x^2 - 16 is a parabola. When x < 0, the graph is decreasing and its rate of change is negative; for x>0, the graph (from left to right" is increasing. Here is the graph of y = x^2 - 16, so you clearly see it.
