The supremacy clause in Article VI of the U.S. Constitution states: A majority of votes from state governors can override a majority vote from the U.S. Congress. The Constitution and the treaties and laws created by the national government in compliance with the U.S. Constitution are the supreme law of the land. The Supreme Court can veto proposed bills. U.S. citizens only have to obey U.S. laws, even when they are in a foreign country.
