What might be a problem with creating a government with no one in charge?

People will always disagree with each other. Although there might be groups of people who agree with one more than the other, it might not always be the right thing for the nation as a whole. The people will become greedy and only change/follow policies that better themselves, while a small number of people will be fighting for world problems like helping the environment which affects everything and everybody on the entire planet. But a leader will set them straight and as long as it's not totalitarianism the leader should pick the morally right choices. (Referring to today's world, if we're talking about something like the 15th century in Europe.... that's a whole different story)
