By force of arms. In case of the take over of Nieuw Amsterdam, in full peace time, without a declaration of war. Why? Because they wanted it. Extension of the dominions in America.

The English took control of Dutch lands (New Netherland) in America as a result of the 2nd Anglo-Dutch War in 1664.
