Okay, basically, without the Law of the Sea, anyone could be in the waters doing things such as hunting animals, running military missions, etc. The importance is that without it, anyone could do anything they want, whenever they want, however they want. The Law of the Sea sets limits to what countries can do what on other peoples "land" or property.
