Which situation would prevent ATP from forming in a cell

in the absence of food and oxygen... atp formation stops....

In order to form ATP, the mitochondria needs to breakdown food molecules in presence of oxygen. However, in the absence of these food molecules such as glucose ( from carbohydrates ) the mitochondria won;t be able to release energy in the form of ATP.
