a. You divide 10 by 2.359 (first you multiply both by 1000 in order to get rid of the decimal point, so basically you divide 10 000 by 2359) which is 4.23908. You round that to 4. So, he bought 4 gallons of gas.
b. Rounding it to the nearest tenth it's 4.2. (8 rounds to 10 which leaves you 4.2391, 1 rounds to 0: 4.2390, 9 to 10: 4.24, 4 to 0 so it's 4.2)
c. I'd say it's reasonable because it is only a slight aberration from the exact result. Sure, you do ignore some amount of the gas, but it's less than a quarter of a gallon. Still it depends on how accurate do you want to be.
