How do I make a thesis statement out of this essay question: Dose Bertrande do the right thing, given the time and place in which she lives, in pursuing Arnode as an imposter? If so, why? If not, why not?

It depends on your findings.

It should look something like this structurally: 
"Bertrande is justified in his pursuit of Arnode because of his moral obligation and civic duty."

But it is supposed to be the gist of what you found out or your paper is going to explain so you need to have a conclusion before you make the statement (in my opinion).
