Stacy was sitting in a seat at a football game when another ticket holder told her she was in the wrong seat. The other ticket told her to go 3 rows down and 5 seats to the right. What rule describes the translation needed to put stacy in the correct seat? I think its (x,y) -> (x-3, y+5). Is this correct?

No. X is left/right, Y is up/down.

Assuming the bleachers are aligned to correspond with the cartesian coordinate system. But it's probably safe to assume they are. So yes.
