It's been doing this to me since I can remember. It's nothing new, hun. 

Just a little kink in the system that hasn't been worked out. The top is static, but the movement of the feed isn't. Therefore, it sometimes overlaps.

Well, mine doesn't look like that when I am scrolled all the way to the top. And the mod ad thing, I would suggest speaking to someone who has a little more authority :P I have absolutely no clue. OpenStudy has little things that are different every now and again. And it is okay, no need to be scared; we have each other! :)
