James's because he only is talking about one child which is barb.

the mother's name is Barb James; she has one daughter

I believe it can be James' or James's...

the answer would be, "james's". If you were to write it, "james'", that would be plural meaning more than one James. Therefore, it would be, "Barb James's daughter", meaning it is his daughter.
