The CTO is the Chief Technology Officer. Their job is to basically take care of all of the technical aspects of running the site.

Also to clarify, not all moderators work for the parent company. Administrators are the only ones who can truly speak on that. Moderators are community members that have been chosen as responsible and willing to assist with the running of the site. That having been said, there is a bit of difference between running a large-scale website and tinkering with a simple one machine operating system. You need to have a strong knowledge with whatever language they are using (I assume Java or the like), as well as network knowledge. There is a lot more that goes into it than you might think.

Get a few more years and some schooling under your belt and I think you should have a real shot. I believe Preetha even mentioned a paid position for programmers a little while back.

Maintaining a PC and a server are very different in many respects. AD admin and web development adds to it. If you knew SCALA, MongoDB, JavaScript, and a few others, you could have applied for the job.

I can handle a PC, I can handle small servers. But the scale of this site is daunting, as well as all the material that comes along with it. I wouldn't even begin to pretend to know what all is involved. Maybe one day I could work here, but today... today is not that day.

The big thing with database admin is optimization. This is partially making it scalable. The original developers talked about a few cludges they did to get it working that had not been ironed out. I think that if the new team gets that fixed, then OS will scale better by being able to be sharded properly. That means run on a farm rather than one server. There is a ton of this you can learn online... and post questions over in the CS area here. =P

I believe only admins can ban. And mods can suspend. However I may be wrong.
