My guitar buzzes a lot and octaves sound sharp, is this a truss rod problem? Yes it is tuned and yes I have tried lowering and raising the action.

It could have something to do with the treble, medium, and bass switches on the amp. if that's not it, try the toggle switch on the base of the guitar

This has ZERO to do with your amp. an amp just processes whatever sound is coming from your guitar. It could be your truss rod, or it could be that your saddles need adjustment. that's called intonation. like if you were to plug into a tuner and go open then the octave if it's not the exact same note then you probably need to adjust your saddles. good luck.

It may be the truss rod. Can you see a bend in your neck? Also, is this an electric or an acoustic guitar? If it's acoustic, is the bridge flush with the body? Sometime, if acoustics get too dry, the bridge lifts and causes buzzing.
