Notice it says horizontal line... so that means you are looking at the y-axis right?

horizontal line, so it will be on the same y axis.

So the coordinate is telling you that you go right 4 on the x-axis which is basically irrelevant. However, it tells you that you go down 6 .... so start there and draw a horizontal line on the y-axis.
