YES FINALLY AN ENGLISH 3 AP QUESTION! And we just did a Franklin RA! :3 The excerpt does apply to pathos. When Franklin describes the "strength and efficiency " of a govt. "procuring and securing happiness to the people", he is using the words "strength", "efficiency", and "happiness" to appeal to the reader's emotions.
