Unions had two big problems in the 1800s, government hostility and elitism. The government sided with employers in nearly every labor dispute.

Labor reform, many factories and such were getting easier, many women could start getting jobs, but they weren't supposed to. Women and unskilled vs skilled workers didn't matter because all of them could work, as long as they met requirements (if any)
