That it is the right of the subjects to petition the king, and all commitments and prosecutions for such petitioning are illegal. This quote from the English Bill of Rights may have influenced the colonist to believe that 1.Each person has the right to pay money to get out of arrest and punishment. 2.The king has the right to petition commitments that are considered illegal. 3.Certain prosecutions for petitioning may be considered illegal by the king. 4.Citizens should be able to bring requests and complaints to the government.
