3) The policy of unrestricted submarine warfare was declared by Germany during World War One. This policy stated that Germany would sink any ship in British waters without any warning. One passenger ship, the Lucitania was sunk by Germany. This killed many passengers, including 128 Americans. The Germans argued that the ship was carrying ammunition, which turned out to be true, but the United States was still upset over the situation. The United States asked Germany to end the policy, and Germany agreed. Germany held true to their word for a little while, but later went back to their policy of unrestricted submarine warfare. This of course didn't make the U.S. happy, but the final straw was the Zimmerman note. In this note, the foreign ambassador of Germany wrote to Mexico. He told Mexico to attack the U.S. This way, the U.S would be distracted and not join in world war one. In return for their help, Germany would help Mexico conquer land from the U.S after WW1 was over. This note, however, was intercepted. The U.S found out about it and was very upset. Because of this note, the U.S joined the war on the side of the allies (Britain, France, Russia).
