Can anyone help me come up with ways a city can reduce unemployment? There seems to be a lot of blame, but not many solutions and I need to come up with a proposal on how to get businesses to hire people.

Improving skills and reducing occupational mobility
Lower taxes which will increase disposable income, people will spend more, more demand for goods means more demand for workers
Subsidize business investment
Increase exports
