For number 4, the speed limit is 30 mph. Which means if you go higher then 30 miles, for example, 31 miles, you are breaking the law. Which solution below displays that breaking the law is by going a speed higher then 30 mph? r would represent your speed in this case.

Oh I'm sorry, the question asks for legal speed. So pick the solution in which r would not be breaking the law. Remember, that the speed limit is 30. You can drive at 30 but going 31 would be breaking the law.

For number 5, greater than or less than is an open circle, which means the circle is not darkened in. For greater than/less than OR equal to, that's a closed circle, which means the circle is darkened in. c is less than 5, so any number less than 5 will satisfy the equation. Plot this on your graph and you are done.
