I think its 45/15 = 3... 3 meaning each gun takes up 3 batteries.

Are you sure they do not give you the number of batteries needed for each type? If we don't know we can do this: let x= # of missiles y= # of ray guns a = # of batteries for missiles b= # of batteries for ray guns you can say x+y=15 (number of weapons must add up to 15 to fill the ship) ax + by ≤ 45 ( the total number of batteries has to be 45 or less)
