Hillary Clinton went shopping for a state to be from, so she could run for Congress. She never lived in NY, but the liberals there voted for her and she returned the favor by buying their favor with millions in pork. 

She bought NY votes to get back in the WH. That's why the Electoral college was formed, to prevent carpetbaggers from buying off a large population with political favors.
