the slope will be the negaitve reciprocal of 3, so -1/3 then you plug in -9 into x and -1 into y to isolate b, and solve for b Once you have slope (-1/3) and b (-4), all you have to do is plug them into y=mx+b So your answer should be ... y=-1/3x - 4
