Yes. As long as you're not dividing by 0 or doing something else weird, you can just plug in the number.

That's what I did but I'm not sure if I put -3 or 3 as the number. I'm confused about that lol

It doesn't even matter. Squared you get 9, which turns into \(\sqrt{0}\) and that makes the whole thing 0.
