they included part 4 in this section to provide the reader w/ information in how they got this information(ex. census data, national polls) and help them better understand claim..... and to make people see the impact it has on the society, and it's importance, and that something needs 2 be done about it (ex.people with disabilities, as a group, occupy an inferior status in our society, and are severely disadvantaged socially, vocationally, economically, and educationally.)
