well they were set up by patriot leaders, they established plans for collective action and coordinated action. they undermined the british and loyalist activities and eventually organized to the point of taking actions ranging from publishing names of merchants who tried to circumvent boycotts to establishing network spies. sorry if that doesnt make much sense
