The Nika riots were started by the Blues and the Greens (rival political factions in Rome), on January 532 during a chariot race in the hippodrome. The riots began for multiple reasons, some from Justinian's ruling. And unable to tame the riots Justinian and his officials prepared to flee, however Theodora convinced them to stay, saying "purple makes a fine shroud", meaning that it would be better to die an emperor than live a coward and an exile. In the end, Justinian's troops killed over 30,000 rioters, and lived out the rest of his reign. So, to answer your question, Theodora was courageous and determined when dealing with the Nika Riots.
