Well it is definitely not going to be D. Because there was the Federalists and Anti-Federalists before. As for A, I do not recall ever hearing about Jackson being the first to have political action committees. So it is between B and C. Which are close to the same thing considering they relate to campaigns. Jackson appealed to the common man. Voting became common for white men. It would make sense that they occur at Town Halls. So if meetings means voting, then it could be C. Short answer is that my best guess would be B.
