x^2 -3x = -16
x^2 +2(-3/2)x = -16
x^2 +2(-3/2)x + (-3/2)^2 = -16 + (-3/2)^2
(x - 3/2)^2 = -14.5

mmmm... its been a long time since I completed the square and these numbers aren't looking 'nice' so, I'll let someone else take a shot at this.
