How can you get your engagement level up? I can't seem to budge it!

Tag tons of people in posts( Lol jk, don't do that, you'll get suspended in like two seconds.) 

You have to interact with other people, tag and get tagged, and post frequent (message, IM, and post on here.)

yes, it does
engagement also says how good learner you are, if you ask good question and someone decides to give you medal for it, your engagement score will increase. 
also it depends on how active you are on OpenStudy, reflected by the number of days studied.
