Okay, first things first: since those polygons both have the same angles in the same places, you're going to need to rely on side length. The larger one has a side length ratio of 10:5, or 2:1 - the shorter sides are exactly half the length of the longer sides. For the shorter one, you'll notice that the ratio is not 2:1, the longer sides being more than twice the length of the shorter sides. Therefore, the polygon are NOT similar.
