well as far as I can tell from the question, the map has a scale of 3/10 of an inch for every true-life 7/8 of a mile, is how I'd 'interpret the meaning' but the question shouldn't have the word 'rate' in it...

maybe the question means 'ratio' not 'rate'

nope... it was unit rate....
