Just imagine, when all particles are on x-axis at a distance R, the centre of mass would be at distance R itself from origin. When different particles are located on the circumference of a circle of radius R with origin as centre, thus each particle are at a distance R from origin in this case also. Centre of mass in this case would be on origin. So centre of mass is never located outside this circle.

No, when all particles of the body are situated around the origin at equal distance R forming a circle, then its centre of mass would be at origin
