I also think U.S. Supreme Court. The court of appeals decision usually will be the last word in a case, unless it sends the case back to the trial court for additional proceedings, or the parties ask the U.S. Supreme Court to review the case. According to the Court of Appeals of Georgia "whenever an appeal or application filed in this Court is within the jurisdiction of the Supreme Court, such appeal or application shall be transferred by order to that court".

It's U.S Supreme Court any case appealed is sent to a higher court for viewing and if decided for a re-trial they will remand the case or send back to a lower court.
