I do believe that a Freedman was a black that was no longer a slave due to the Emancipation Proclamation and whatnot. Anyways, tenant farming and sharecropping both involve a Freedman living on someone else's land. Therefore I'd have to go with A. In addition if you are curious about causation, owning property was a requirement for men to vote back in those days, so it may have been a plot by the south to minimize the power that blacks were given when it came to voting, or anything else for that matter.
