I answered this question a couple of days ago on here. :p 
A is right because they had not taken out any loans.
B is wrong because Germany had lost it's territory that it had taken during the war, which was rich in coal and iron. 
C is wrong because they did have to pay reparations (due to the Treaty of Versaille I do believe)
And D is wrong because inflation had skyrocketed in Germany, to the point where the paper that they printed their money on was worth more than the money itself.
